China’s Local Governments Go Mad! Frantically Seizing Cash, 90% of Income From Fines

For example, the "land confiscation" incident in Kailu County, Inner Mongolia, caused quite a stir. Around April 2024, several farmers reported that town and village officials prevented them from farming and forcibly seized their vehicles. To continue farming, villagers were required to pay millions in additional contract fees.
Nanjing City also drew public attention due to local government overcharging. On April 23, 2024, Mr. Wang posted online expressing his dissatisfaction. He said that on the afternoon of April 9, while cycling home on Zhongshan Road in Nanjing and crossing the intersection at Huaqiao Road, he was stopped by a traffic police officer for riding against traffic. The officer told him that non-motorized vehicles must be walked across intersections if riding against traffic, but since it was his first violation, he was only given a warning. However, ten days later, Mr. Wang was fined 50 RMB for "riding a bicycle without a license." People were puzzled, saying they had been cycling for years and had never heard of a license exam for bicycles, so why the fine now?

I’d like to point out that the people of China have endured a lot and have endured worse during previous dynasties however the ccp seems to forget that these people are not some peasants they saw the middle class and now they are like a pot if they open it and let it boil they will be removed once a certain threshold is reached or it could be like a powder keg and it explodes so violently it will make the global leaders heads spin.

Every government regulation is a tax. Businesses and Individuals first must spend the time to understand the new regulation. Then they must make changes to their lives, processes or business practices to abide by the new regulation, or pay fines if they don't. Businesses then must increase their prices to account for the increased cost of complying with the new regulation. This is factor in the current inflation around the world, the constant introduction of new regulations at the local, state, federal and international (EU, UN, etc) levels.

A videogame kingdom simulator "Majesty" had a button called "extort", IIRC it collected the money (which would be collected later as taxes) from your entire town right away - but for a price. It was used if you (a king) had no money and needed some urgently for an imminent emergency, or something was about to cause inevitable destruction of your buildings which would cause money collected by those to be lost. This is the first time I'm witnessing that button pressed in real life.
