I'm not sure that really is the underlying source of the problem. I rather tend to think it is a cumulative process of damming too many rivers, encroaching on too many flood plains, creating too many huge reservoirs that change the climate, that over time in conjunction with global climatic changes is creating the severe rainfall and floods. It isn't like China hasn't always suffered from floods, but not this frequently of this severity before they started to dam up the rivers and build on the flood plains. In earlier periods before then floods of this magnitude would happen once every 50-100 years, if that. Now they happen every year, in part because there is nowhere for the excess water to go. It can't be contained within the "water management system", so they release it onto the now settled flood plains- which often are already beginning to flood from the rainfall. It is just keeps getting worse with every year as not only do they keep damming rivers, but the effects of what has already been done keeps building.

That is a greater rainfall record than anywhere other than Southern USA for instance where giant hurricanes hit. Of course this is China which is ALSO used to giant hurricanes so... What gives?

China's economy is in a world of hurt for many reasons. It's still a powerful nation with the $ that should be invested in flood-control infrastructure and drought mitigation. These "natural" disasters are due to climate change and the floods and droughts are NOT going to get any better. Probably worse. The Chinese have to tackle these issues right now before some regions will have to be abandoned.

Every time China floods their's a cataclysmic economic burden placed on those citizens & the region in question every year meanwhile other parts of the country is experiencing droughts

Things under CCP are beyond comprehension. 1. Most villages have been there for generations. The dams came later. 2. Due to CCP's central planning, some places are sacrificed to be floodplain in order to save "more important" places. 3.Info opaqueness means people often have no access to the land's statistical data. 4. People may not have any choice; a prone-to-flood home is better than no home. 5. Bad drainage infrastructure. There can be many more bizarre reasons. Go figure.

China imports somewhere between 60-70% of their food due to mass pollution, soil stripped of nutrients, highly alkaline rivers that force fish to jump onto land due to their burning gills, fake/counterfeit food synthesized from non-edible materials such as cardboard, putty, and various chemicals that were never meant for human consumption, etc., etc. You get the point.
