ABOUT SIR MALCOLM RIFKIND: As former Chairman of the Intelligence and Security Committee, and former Defence and Foreign Secretary, Rifkind spent over 25 years as an MP. During his time as Foreign Secretary, he oversaw the final negotiations with China over the transfer of Hong Kong.
