1. Premier Li Qiang will go to Shanghai to attend the 2024 World Artificial Intelligence Conference. Could you please introduce more details?
The theme of this year's conference is “Governing AI for Good and for All.” It aims to build an international exchange and cooperation platform that is open, inclusive, and equal in participation, promote global governance of artificial intelligence, and build an open, fair, and effective governance mechanism.
Those invited to the conference include representatives from countries’ governments, international organizations, industry, academia and research institutes. We hope that all parties will adhere to the concept of extensive consultation, joint contribution and shared benefits, fully exchange views and build consensus in Shanghai, and promote the healthy, safe and orderly development of artificial intelligence.
2. NATO Secretary-General Stoltenberg recently stated that NATO believes that China’s actions challenge NATO’s values, interests and security, citing China’s export of advanced technology to produce missiles and drones. China is fueling Europe’s largest war since World War II, he said. What’s your comment on this?
I’m not sure what exactly it means by NATO’s values. If it means creating contradiction by drawing an ideological line and stoking confrontation to aggravate tensions, China certainly cannot recognize it. In fact, it is NATO that constantly challenges China, interferes in our international affairs, distorts and denigrates our domestic and diplomatic policy and seriously challenges China’s interests and security. As for the Ukraine crisis, China has been committed to promoting peace talks to work out a political settlement. NATO should reflect on the root cause of the crisis and what it has done for peace in Europe and the world, rather than shirking responsibility or shifting blame.
3. China-proposed resolution on strengthening international cooperation in artificial intelligence capacity building has been reviewed and passed by the United Nations General Assembly recently. Any comment?
As a sponsor of the resolution, China adhered to the principles of transparency, openness and inclusiveness during the discussions, extensively absorbed reasonable opinions and suggestions, and worked hard to bridge differences among all parties, which was fully recognized by all member states. The adoption of the resolution shows that the international community, especially developing countries, pays close attention to capacity building and has a strong desire to actively participate in the global governance of artificial intelligence.
China highly appreciates all member states' strong support for the resolution and their important contributions to the adoption of the resolution. China is willing to take this opportunity to strengthen exchanges and cooperation with the international community, promote the follow-up implementation of the resolution, help relevant countries accelerate the development of relevant capabilities within the framework of the United Nations, help realize the United Nations 2030 Agenda for Sustainable Development, and jointly build a community of shared future for mankind.
4. It is understood that the United States has also co-signed the resolution. How does China evaluate China-US foreign cooperation on artificial intelligence issues?
