Not all stores can afford to buy the Avenger hat. I've seen some Alpha's with the Avenger hat and shirt, and Cool Chuck shorts! It all comes down to cost, and a store is not going to spend money when it is not needed.

CEC Shows did say not all locations can afford the hat, some stores got the full avenger outfit, mostly all CEC Stores with an Alpha Stage have an Avenger Shirt or Rockstar Shirt.
