He's talking about the enemy AI. It's staring out of a window while blissfully ignoring the unlocked front door, and doesn't even react when it's opened. The AI is dumb as rocks in this game.@@colin._.wright
That wasn't a jacket :). He had a Poncho for one of his utility equipment slots. It's used in game for the concealment stat to prevent enemies during missions to help obscure equipment and weapons. When the alarm is raised characters drop it since it's no longer necessary

@@BisexualPlagueDoctor yep, and when one operative was busy, the other didn't cover him - just lucky the AI RNG was kind to him I've spent a lot of time on this game, and I largely do single plan runs and make my own levels, he got lucky
@@rambo-cambo3581 the amount of times I went no hit only for two operatives to die because a fucking SMG in the corner is like twice but still frustrating as hell
Its pretty hard for the CIA to operate in europe or russia or asia now because americans arent europeans hispanics aren't common in europe or russia or asia even as tourists
