Well that's the thing though. We literally expect that behavior from Quagmire he even calls himself out during that rant, Quagmire doesn't pretend to be anything other than a scumbag whereas Brian is quick to call out everyone else's flaws while ignoring his own. Like the episode when his book finally took off and Stewie was his manager then it all fall apart and he blamed Stewie for everything. Quagmire never did that.

Stan is worse than Peter because Peter’s antics and family abuse can be somewhat excused as a result of his mental retardation (the judge in that episode who said being retarded made him an unfit parent was right all along apparently) meanwhile Stan may be dumb but has no official mental issues and seems to actively seek out ways to change his family or force them to do things the way he wants. Essentially, Peter hurts his family without being aware of the damage he’s doing, while Stan is fully aware and simply doesn’t care.

No fr bc Quagmire has admitted several times in the past that he is not above drugging women to sleep with them even if they don't want it, he victim blamed his sister who was in an ABUSIVE RELATIONSHIP and told her it was her fault her boyfriend beats her, even if it's a gag he's also admitted to lying about wearing condoms with women he sleeps with and I'm pretty sure Quagmire also made some predatory moves towards high schoolers.
