I do think Claude is the strongest GTA character. With all the thing he went through, his feats are just inhuman. Gta 3 being the hardest game, and the final mission where he casually takes out the whole cartel starting off with no weapons with him and saves his gf at the end. True sigma + chad
Claude was a killing machine. I’ve always said he was the scariest GTA protagonist because he couldn’t be reasoned with. He was betrayed constantly and a psychopath who didn’t speak.

Feats for Tommy: defeated the Forelli Family, Diaz Cartel and the Haitians, owns a criminal empire that rules full of VC Also weapons: Claude hasnt Minigun, MG, MP5, auto-shotgun and tear gas(there was in VC on PS2) includes lot more but these are the best in my opinion
Claude: Wiped out a whole army of columbian cartel while stripped off of weapons, Killed the bosses of 3 of the most strongest gangs in liberty city, blew up a factory, and is completely cold blooded. Columbian Cartels carry M16 which can shoot like 60 bullets in a second💀plus mafia's shotguns are too powerful that only 2 shots were enough to blast a car. Let's be honest weapons in GTA 3 are wayyy more broken than VC. Only because of M16 and Shotgun. Claude also fought your so called "cops" in several missions. @@dhanushdev4959 Haitians are can be brainless zombies(as Poulet did with Tommy), Diaz ruled the full underworld in VC and he had no help against the Forellis. Claude has the Yakuza behind him. All after he was the only character in GTA series who owned technically a city, Claude hasnt ruled even Yakuza or any orgs. Also Minigun was extremely op in VC and also the MG is an one shot one kill auto weapon and stubby shotgun in VC is the same as maffia shotgun in III, also the Spaz destroys a car in 2 sec. Dont forget about the Sea Sparrow helicopter that tomy has after x number of collected hidden packages
