This was filmed from approximately 1am to almost 3am on Clearwater Beach. This machine operates at night for safety purposes - there's simply not that many people on the beach during the early morning hours.

For anyone concerned about the random litter on the beach, please be aware that the city has a beach cleaning machine that is pulled by a tractor and it combs the sand shortly after this machine completes it's route.
Great job to the City of Clearwater for working to keep Clearwater Beach clean!
