I shopped around, and Dao’s Travel agency gave me the best rate for a 2 Day 1 Night Tour of Mt Fansipan. I believe they sell their tours direct to the public (without the middleman), making their prices the most affordable. Different tour operators offer slightly different itineraries and different options.

Can you climb Mt Fansipan in a Day?
Yes, there are tours that offer day walking trips to the summit of Fansipan with a cable cart ride back to the Sapa Village. If you take this option, you sacrifice seeing the sunrise, but you can catch the sunset. This would be the better option if you are time restricted.
Can you climb Mt Fansipan then take the cable cart back down the mountain?

Do I need to bring a tent / camping gear / hiking gear?
If you do an overnight tour, you can expect to sleep in a mountain Hutt - sleeping bags can be provided. You will not have to worry about the wind or getting wet while sleeping. For more comfort, I recommend bringing your own light-weight inflatable mattress (perhaps an inflatable pillow as well), and a sleeping bag liner. If you don’t mind carrying the extra weight; bring a sleeping bag.
In terms of clothing (for the winter months), a warm down jacket is highly recommended for when you stop walking. Be sure to bring an extra pair of sock (incase your shoes get wet), gloves, beanie, and thermals would be handy too. During winter, the summit can drop to below 0 Degress Celcius, and get colder with the wind. Hand warmers would be a good investment. You don’t want your fingers to get so cold that you can’t hold your camera and push its buttons when you’re taking that sunrise video.

Do I need hiking boots to climb Mt Fansipan or can I just use my runners?
Wear comfortable walking shoes, whether they are runners or hiking boots. My guide was wearing runners. I saw a porter wearing sandals IN THE SNOW!
What’s the terrain like when walking up Mt Fansipan.
Level of difficulty will be dependent on the hiker themselves, but for me, the terrain was not so bad. It does get rocky and there are a few steep steps, but most of the track has is relatively good, complete with stair cases and paved paths. It looks like it can get really muddy when it rains, so be prepared for that. I believe that if you have an reasonable level of fitness, you can complete this hike in a day, but I think people who are not so active will have difficulty.
How to get to Sapa?
To climb Mt Fansipan, you need to get to Sapa. I think there are busses that take you directly from Hanoi to Sapa, otherwise you can take the train from Hanoi to Lao Cai (8 hours overnight: arrive 6am-ish), then catch a bus to Sapa (about 2 hours).
