An American Airlines Airbus A319-100, registration N812AW performing flight AA-2134 from Washington National,DC to Boston,MA (USA), was cleared for takeoff from runway 01.
At the same time, a King Air was cleared to land on crossing runway 33.
Tower finally noticed the developing conflict, canceled the takeoff clearance for AA-2134, and instructed King Air to go around. AA-2134 rejected takeoff at about 80 KIAS, the King Air advised they could not go around anymore as they were already on the ground.

Second near disaster in two months at same airport by the same atc ! When will they take action to fix this problem ? After the next crash and hundreds dead ?

Maybe the FAA should start wondering how the incidents are common in the US but nowhere else in the world. In Europe for example you’ll never get a clearance if there is a potential for a bad situation.

0:37 In my opinion (retired B727 captain), no aircraft should be cleared to land when there is a potential for conflict. Approaching aircraft should be told to continue the approach until such time that the runway is theirs, period. Assume worst case: Aircraft is cleared to land, acknowledges that clearance, and loses comms. There is no way to tell it landing clearance is canceled. What do you do now, ATC?

( former commuter pilot) Back in my day, no one was cleared to land unless traffic was off the runway. And certainly not clearing someone to land at the outer marker, while another jet was on short final! The regulations were changed- and we are all less safe.

@@garytravis9347 After an aircraft has been cleared to land, there should be no departures or runway crossings on that or crossing runways until after the cleared aircraft has landed.

Animation is a bit off, when both aircraft cross runway 4, one taking off, he other landing, they are both going the same speed, about 95kts. A collision was very possible, looks like he only way to avoid it would have been 2134 climbing above the King Air before the runways intersected. Checking the replay of 2134 takeoff 4hrs later, it is around 100ft or a little more as it crossed that intersection. Very close call.

Not exactly. He didn't "forget about the King Air". He was fully aware of it but screwed-up the spacing. At least twice, the tower controlled include the King Air in his transmissions. The controller first alerted AA2134 when giving the line-up clearance, "... traffic 6 mile final." . The actual takeoff clearance to AA2134 was, “American 2134, winds 040 at 5. Traffic 4 mile final. Rwy 1, Cleared for takeoff.” The separation criteria that ATC uses for intersecting runways don't accommodate or apply well to every airport layout. This is a "judgement heavy business" where strict adherence to procedure can often fall short . . . and get you killed. He failed.

I have never understood why people use the term "near miss". It literally indicates they almost missed but instead collided. Kind of like calling a baseball sailing over the outfield wall a "near home run."

It's really very simple. Do not issue clearances to land when a runway or runways are occupied by landing or departing traffic.

They aborted at about 80kn. Takeoff of an A319 is usually I believe around 160kn depending on configuration, weight etc. on a 2200m takeoff roll. The fact the pilot said they need an engineering check as they aborted at 80kn probably means they were pushing the stop hard.

Anyone think this wasn’t happening before the booty judge took over transportation . Also they need to do away with the rule blocking people over 32 from training as ATC It’s agism and it’s discrimination. Either you can do the job or you can’t. And it seems the newest run of ATC can’t .

How are these controllers getting moved up to these high level airports so quickly? What ever happened to meritocracy? I get the airports are really busy and tight on timing, but all of these videos it just sounds as if the controllers are distracted or uninterested in watching the field.

The hiring practice changed significantly in 2014. The following are excerpts from the FAA endorsed report "Barrier Analysis of the Air Traffic Control Specialists (ATCS) Centralized Hiring Process" dated May 8, 2013. From Page 19 Furthermore, current use of the AT-SAT is a barrier to RNO and gender diversity at the FAA. The following components of the AT-SAT are a barrier based on either race/ethnicity or gender: o Dials Test o Applied Math Test o Angles Test o The Letter Factory Test  The Letter Performance Scale o Air Traffic Scenarios Test (ATST)  ATST Efficiency Score  ATST Safety Subtest  ATST Procedures Scale o Analogies Test In addition, the decision to develop and use the highly qualified band [scoring 85 or higher] resulted in substantial reduction in minority and gender representation in the FAA from the application sources required to take this test. From page 132 Thus, at the very least, the ATST: Safety scale, the Analogies: Latency, Dials Subtest, Letter Factory: Situational Awareness, and Letter Factory: Performance should be removed from the computation of the AT-SAT composite score. From page 48, first paragraph The cutoff of 85 corresponds to those whose job performance was predicted to be above average. Those scoring below 85, but at least 70, have predicted job performance that is average From page 48, second paragraph More troubling, there is evidence that White applicants scoring 85 or higher on the AT-SAT over the last three years have generally been increasing (see Table 11). From page 153 Use of a highly qualified band creates RNO and gender diversity problems and is not justified. It is recommended that a cut score of 70 be used.
