The cheap video editing software I use has no tracking and also cannot move text. I decided "Hey I guess I could just animate it frame by frame" And then there was pain

Yeah, you can buy it for the cheap af price of 30,000$ on the playstation store. Additionally, you can buy the full DLC pack for 60,000$ (base game not included) and you can preorder the deluxe edition for 80,000$ (must have purchased base game and all DLCs first)
