Lavrov already declared it a war when he accused NATO of engaging in proxy war. A proxy war can only exist when there is a pre-existing state of war, and Lavrov's words were therefore an implicit acknowledgement that even Russia knows this already has been a war.

If he is now going to declare a war in the classical sense, then he must ID the other party as an international target, therefore admit that Ukraine is a separate country. Then, if Ukraine is a separate country (yuhaa finally), what is he doing attacking it and demanding regime change. He does have a parliament of sorts to answer to.

When illusions do not match reality, people tend to respond with violence in an attempt to punish the reality. If the person is a political leader with no institutional, legal, or moral constraints on his decisions and actions, the violence can reach unfathomable levels, damaging the lives of many people. This is likely the source of the ferocity and viciousness demonstrated by Russian troops in Mariupol, Bucha, and other Ukrainian locations they occupy. And this is definitely the source of Putin’s complete denial of his own responsibility for the massacres in Ukraine.

Great. He originally wanted to tell the Russian people "We won!" on May 9. With that possibility having diminished drastically, he's changing it to declare "We will win!" (which they won't). I have never seen a governmental body make so many miscalculations: A. Conquering Ukraine in 3 days because the “Ukrainian military is weak” (2.5 months later - you were saying?) B. Assuming the West will do nothing, as usual (not this time buddy… although it angers me that everyone allowed Putin to do as he pleased for 8 years…) C. Overestimating the condition of the military (not letting soldiers know they’re going to war really dampens the morals. Many Russian soldiers have family and friends in Ukraine) D. Overestimating the quality of their weapons and equipment (Russian “precision-guided” missiles have a failure rate as high as 60%, and tanks are from the Soviet era…) E. Raising the value of the Ruble by demanding oil payments be made in Rubles (that didn't help) F. Sending a crap load of general to the battlefield to make quick work of taking Ukraine (at least 16 generals/commanders were killed, one of which was killed by his own demoralized men, and Top military Commander Valery Gerasimov was wounded and sent back) G. Trying to take control of the Black Sea with its "mighty" Black Sea Fleet (Ooo where did the flagship Moskva disappear to?) H. Attempting to prevent more countries joining NATO by showing "Russian might" (that backfired since this led to Finland and Sweden to want to join NATO) I. Shutting off energy supply to the above countries to "show them" and try to get them to say "We're sorry! We won't join NATO so give us energy!" (they were ok with this) J. Believing the entire country will support the "Special Military Operations" (thousands of Russian intellectuals have pretty much said "Bye Felicia" and left the country) Who knows what further Kremlin miscalculations the future will hold....

Furthermore this termination is a valid option as most contracts are based on obligations in war time, and INTERNAL militarily obligations at peace time. Basically those refusing right now are exercising their right described in the military contract while during war, it would be violation with military tribunal consequences.
Declaring war could also make it impossible for professional soldiers to resign their contracts and go home.....which they can do during a "special operation".

I am not political science expert. I understood all along that if a declared piece of land by country XYZ is not recognized as sovereign territory by the international community, then is doesn't exist. The Annexation of territory by the Russian Federation in areas such as Crimea and now possibly Eastern Ukraine is still going to be sovereign Ukraine territory regardless of what the Russian Federation declares.
People can deny reality, but Crimea is gone from Ukraine and it seems very much that the population in Crimea want to keep it that way; 70%+ are Russian. Crimea is a unique region, it operates as a autonomous state; Operating more independently and with more control over itself then other states did in Ukraine and apparently even in the Soviet Union. My understanding is that it exercises separate control within it's own borders, but is fully integrated into a country; Is not involved in International arrangements and uses currency issued from the host country. It is effectively a zone designed to house some of the most important military installations of Russia. The Crimean Government took action to rejoin Russia and the military swiftly moved to protect it from Ukraine. An election was held and it was heavily in favour of returning home to Russia. There is a reason that Ukraine has not made any serious effort to try and take it back.
It might not be recognized internationally as such, but it still must abide by the laws and customs of which the country that annexed it declares. They must speak Russian as the formal language and use the Russian ruble as their currency and little by little it will be Russianized over the course of many years to the point that it is no longer distinguishable from Russia. At that point, it is no longer an annexed territory. It effectively becomes a part of Russia.

As a Russian citizen I have limitations to express my thoughts because of possible "legal" consequences but I tell you this. When population doesn't trust "the leader" And "the leader" doesn't trust the population and taking away their rights giving "slaves" weapons is not a good idea, especially all at once. I believe that the opposite will happen. Putin will use May 9 to announce the second victory of Russia defeating the Nazi. He will say “like in 1945 when Russia defeated Nazi Germany, we now defeated the Nazi in Ukraine”. That will be his way out of a losing war, that he started and doesn’t know how to end it. The Russian people will celebrate him as a hero for destroying the Nazi threat while the rest of the world will celebrate Ukraine’s victory over Russian agression. It’s a win win situation. Like in DeSantis’ Florida where they don’t want the schools to teach how the whites mistreated the blacks during slavery, the Russian schools will not be permitted to teach the truth about past injustices in Ukraine so that their kids don’t grow up feeling guilty. That’s how dictators control the narrative, whether in America or in Russia.

A defense analyst from Janes made a good point at the beginning of this war that the Russians HAVE TO say they are fighting NATO because it justifies their longstanding xenophobia of the West. Right now the Kremlin would probably welcome fighting NATO directly not because they think they could win but because it would be easier for them to justify their failures than admitting they are doing poorly against Ukraine. The Kremlin could then cite the historical narrative and say once again an invader from the West has wrongfully attacked mother Russia and inflicted serious losses on them and play up the patriotic angle. So the Kremlin's endless talk about nuclear escalation is done to reassure its population that it CAN defend Russia against a NATO attack by making it so costly that it wouldn't be worth winning.
