It's better to cut. Because if they won't cut that part will tear in an uneven way and may lead to some other complications. If it cuts by itself during delivery near the bladder then it will be difficult to hold the pee if it cuts neat to anus then it will be difficult to hold the motion. If it cuts by itself during normal delivery then it will be difficult to stitch the uneven cutting. So if doctors cut then they will cut in an even way and easy to stitch them back.
