When listening - I get the vibes of a combination of many artists including Jeff Healey (Angel Eyes), Chris Isaak (Wicked Games) and Tanita Tikaram (Twist in My Sobriety). Amazing video too! Yeah, it does feel like an L. A. video. This video reminds of an L. A. band called Contrete Blonde. It seems like something that they would film, but at a much faster pace - especially in black and white though. Off the top of my head - their song called "Still in Hollywood".
