It is a Color Rhapsody cartoon featuring Sparky. The cartoon is cut from the 32nd episode of "Totally tooned in". It's recorded from greek television, so the subtitles are greek. The title shown in the video is "Lethal tweetment" but the original one is "A Boy, A Gun And Birds" as we can see here: www.cartoonresearch.com/tooned....
