I believe Dublin uses wail for tornado warnings and they use the noon test signal for Wednesday noon tests which is basically like you said a mini alert, only lasting a few seconds. I've also heard of them using the air-horn tone for severe thunderstorm warnings but I have yet to hear them in person. I have a video on my account from a nighttime tornado warning for Madison or Union County where you can hear Dublin's sirens in wail. They're pretty spooky sounding.
As for the Thunderbolts, I want to say that they've officially all been replaced but there may still be 3 left. Most of the new ones I've heard sound slightly higher pitched than the normal 4004s. They sound at a pitch of around 560hz which is somewhere between the normal 4004s and the 3016s.
I was in Gahanna the other day and they still have their Thunderbolt up. I'm not sure if it still works but it's still up. It's on 62 at the end of Alger Rd. just west of downtown Gahanna.

Well that was at least their intent with having a system separate from the rest of the county, to be able to sound their sirens for other things. I was told by someone who was in Dublin once that they did sound for a severe storm warning but maybe it was just a one time thing.
oh ok cool. I just looked at the EMA website and saw there locations it had 4003 and 4004. But I could be mistaken. Do we still have any more thunderbolts? I know we have 3016's.
Yeah I miss read that website. It says 4004's 3000's meaning 3016's. Can I ask you a question about Dublins siren system. Some of the sirens do a whelen wail what's the name of the other siren sound they use. It's not a wail its like a mini alert held for 30 seconds.
