Companies, governments begin pushing back on US semiconductor sanctions in China; ASML doubles down

US allies are resisting calls for further bans and curbs on semiconductor exports and equipment gear to China.
ASML reported first quarter sales which showed that China is their most important market, larger than Korea, Taiwan, the US, and Europe combined. Companies in Japan and Germany are also reporting strong growth in China. As a result, host governments for these companies are reacting coldly to US efforts to intensify trading restrictions in semiconductors.

The Chinese government, from the private sector to government agencies, has a deep understanding of the United States. Including history, economy, culture, military, political elections. On the other hand, the U.S. government knows very little about China and only blindly blocks and imposes sanctions. Totally arrogant racial prejudice. Yes it might take a western company 10years to catch up in the semiconductor industry without AMSL supply. But Huawei has 7000+ engineers working on it for 12 hours+ a day, 6 to 7 days a week. It's not a job for them, they are fighting a war.

De-couple from the US or lose their BIGGEST customer and market that is irreplaceable. The choice is so obvious but most likely they can't, not entirely anyway. The same goes for other companies.

Spot on Kevin! What ASML fears is that China will produce its own EUV capabilities and it will leapfrog into non-silicon applications that need no lithography. When there is market demand, companies must respond or they will lose the market eventually to competition-----that's what free markets do. A good example is the NEV market. The US and EU were late in realizing the potential for NEV and China got the first starter advantage and it shows. China has not only developed production, but the supply chain to feed that production. Domestic competition is fierce so it makes all NEV companies more efficient or they will go bankrupt. We are seeing marginal companies go belly up or merge with bigger players to survive. Even US and EU companies are forming joint ventures with Chinese companies, not because of Chinese government coercions, but because they want a part in the NEV market and to survive. Strange that the US badmouthed China for JV in ICE cars when China was learning the ropes of auto production but stays silent as JV in NEV is becoming everyday for American, South Korean, and Japanese automakers and battery companies.

The US market is anti-China specifically. Not necessarily anti-foreign competition. Who got all 5G telecom contracts after the Huawei ban? Korean and EU companies. Who still gets to sell EVs and batteries after China tariffs/bans? Almost all are Korean and Japanese companies. Some EU in the future maybe.

China isn't making an EUV laser, they're building a particle accelerator. ASML needs to fit everything onto an airplane to transport from the Netherlands to Taiwan. China is bypassing ASML's EUV technology by removing the requirement for a small, portable light source.

The current state of the art semiconductor manufacturing lithography uses “extreme ultra violet” light (EUV) which has a wavelength of ~13.4nm. EUV is extremely difficult to work with: Conventional glass optics cause excessive attenuation and cannot be used with EUV. Instead, the EUV light has to be focused and manipulated using special mirrors made of Molybdenum layers to an exceedingly close tolerance manufactured by Carl Zeiss of Germany. The EUV light generator is also extremely complex. It was developed over 40 years by San Diego based Cymer, which is now owned by ASML of the Netherlands. The EUV light source and the mirror based optical system are the two main barriers to successful photo-lithography. The Chinese would have a very difficult time developing this technology on its own. The US is using its intellectual property rights on certain key technologies like EUV to stymie Chinese semiconductor manufacturing.

I spoke to a business student who spent his practical year with a top European turbine manufacturer. He spent the whole year identifying components either made in the USA or subject to US patents and finding and accrediting substitutes from non US suppliers and not subject to US patents. The United States has a death wish.

That's what they try to do at least. The weakening of Japan and Germany are well on the way. I don't know how it goes with South Kerea, though. They have tried to weaken Taiwan by stealing TSMC, but not with complete success. What the US seems to fail with is strengthening of their own country. That seems much harder thing to do than destroying others. Or al least, that's not what the US does best!

I own stock in ASML and Nvidia, among others. I am concerned that the effect of these tariffs and trade bans will be very destructive. Lost revenue coupled with China's commitment to develop their own technology will hurt these companies. It will erode the resources available to maintain R&D budgets. Things could go south really fast. What if ASML relocates? They may need to do just that.

Attempting to maintain semiconductor dominance by blocking and suppressing competitors is a losing strategy. The Chinese are an intelligent, industrious and resourceful people who will eventually figure this out. The only way the US can maintain dominance in semiconductor technology is to continue innovating. Unfortunately, semiconductor innovation seems to have petered out in the US.

No one wants to buy the newest EUV equipment right now. They'd rather use the older equipment to build the new 3 nm chips, because it's too expensive, squeezing a bit more return out of their old stock. AI is clearly in a bubble. Everyone anticipates that this torrid pace of spending is going to slow down drastically at some point. The worst thing you could do if you're a foundry is to over expand right now and screw yourself down the road.

The best AI inference chips, from Groq, are 14nm. They'll be on 3-4nm dies soon. But China can certainly produce 14nm on its own. More than good enough for anything military or robot production related.

china's socialism is defferent from america's system, thwo parties system. if china see a mistake, they change it and try different way. In america they stuck with it and won't change it , so they go down the wrong path for a long times. 2nm is rarely use in 99% of the products. most components are using 28nm to 14nm. china is just today as announcing 48b investment on chips etc.. sumsung is moving back to get some of these money. America is doing it mostly wrong, trying decoupling or derisking by selling lower quality stuffs to china. .. while china is leading in many high tech fields, from high speeds trains, communications etc..

If ASML can produce the most advanced EUV machine in the world, I’m sure ASML can produce a newer version of EUV machine without using US parts and technologies. Perhaps, ASML should learn from Huawei how to decouple from the US and yet able to survive and grow each year. Seriously ASML, you are the customer, you paid for all the licensed techs and parts bought from the US, how could you allowed your own company to be controlled by your suppliers? I guess it’s really up to ASML to see where the future is. They can choose their balls to be squeezed by US politicians forever, or they can learn to live independently. Perhaps the rest of the world should learn how to decouple and de-risk from the US or be forever controlled by the US politicians.

It was very risky for US to bet on China couldn’t innovate fast enough in chip tech and smitten out in short time. If I were US, I would make tons of money from China and rendered its high end semicon totally dependent on western tech. If China could pull in EUV (or bypass it) what it did for EV, the west is screwed. Remember Nobody believed China could lead in EV just 2 years ago. China is patient but fast moving: In history term 10, 20 and even 5 decades is a short time. Good luck and god blessed.

WHEN DOES CHINA BECOME WORLD NO 1 IN CHIPS? My guess is 2030, by which time the US will have to admit that it is the No 2 economy. - and will have some kind of nervous breakdown. Anyone in China making predictions about when they become no 1? The sanctions of the last 3 years have set China into a frenzy about chips. They're healthily obsessed. So they may be making forecasts.

I'm Dutch and the government of The Netherlands Payed ASML 1.7 billion Euro to keep the company in The Netherlands. That is our Tax money. The City Eindhoven paid ASML 800 million euro. Perhaps it is because the demissionair Prime minister Mark Rutte is running for his new career as Secretaris General for The Nato. Mark Rutte realy obey the US.

Well, if I'm ASML I won't take that money. Better to move to where my biggest customers is, and makes more money than that. What the use of total 2,5 billions euro and lost my biggest customers? And If I move to China, I move closer to 3/4 of my customers. Shipment cost is lower, my price can be lower.

The China 'overcapacity' of ev doesn't exist. They are preemptively attacking China's industry before it is too late. Japan, Germany and South Korea have an overcapacity problem. All three export most of their capacities to the world. I am just sad I will never be able to afford an ev because they are made by legacy makers or Tesla and they way too expensive for me.

When I read some of Jina Raimondo's comments about how she's distributing CHIPS Act money I couldn't believe that she's the person Biden put in charge. I can understand not wanting a former tech company exec in charge because of the risk of corruption. For Christ's sake though, appoint somebody with at least minimal knowledge of the industry they're trying to build.

The hanzi character is a huge benefit for ai , 1 character mean one word . It's a huge slow down to translate to or from language that need multiple character for one word

The US Chips Act has subsidized Intel, Samsung, and TSMC to build semiconductor fabs in the US. This should be reflected in ASML's sales chart and backlog orders, but the US presence appears to be relatively low.

They will not. Because like the chart showed the Chinese market is more than 8 times the US market and that disparity is only growing every quarter. Government programs and governments themselves change and change their minds, customers on the other hand, need your product for their business.

@@WellSalt-StudioThat’s not how it works. ASML has no problem supplying to CH (and they know this). But each machine needs an export license, which they don’t get from the NL gov. ASML supplies all models they are allowed to ship to CH.
