Who can blame him 90% of officers are brain dead... Who would want a conversation with those..

Because he is just a cadet, he "is learning". And if you push the higher ups too hard to do something you get dapped or w/e they call it. Someone needs to shit on the pd them giving themselves a pity party saying "it's so hard to be a cop" is just bs and leads them to even more crying and bitching. They are so dependent on being overbearing and as strong as possible that they don't realize how strong they are, they just suck at their job. Look at when crims started using pd armor, there were numerous cops complaining that crim armor was too strong, only to find out it was the same pd armor they always have on. Then they pushed to make it a bigger penalty to ruin a cop because fighting "fair" when they have the number advantage was still too hard.

But he is just a cadet. They shouldnt rely on him whenever he's around to come up with plans and strategies. If that's what they want him to do and lead then they should just promote him because it creates a weird dynamic when a cadet orders all the higher ups. That's why he keeps mentioning he's just a cadet to give them a reason in RP to promote him despite not being on duty a whole lot
