Baywatch keep is a brilliant farming spot, besides all the named thralls I found there, there is also khari steel in the well in the center !!!!!!!!!!!!AND AND AND AAAAAAND EVEN BETTER THAN THAT!!!!!!!!!!!! There is a guaranteed two jaguar cub spawn (sometimes 3, if you very lucky 4) just a little south of the gate where your bearer got stuck, on the right on a small little "plateau" in the tall grass, then south of that is an elephant calf. I did this loop for two days.

the last time i played in siptah (April 2023) you can't thrall nor kill any of the people at the camp of the castaways..
