You do realize that buildings are poured out even wetter than that in the states it's designed to be wet. But as far as this pour goes they are not getting consistent concrete since nothing is weight out
i would say that maybe it was made on purpose to avoid segregation due to the steel reinforcements. Usually works on reinforced concrete require a bigger amount of fluidity as to not cause void spaces. THOSE void spaces are the poison of concrete
mix proportion not proper. Concrete will attain uneven strength through out the slab and beams. W/C ration not maintained. Weak concrete region may get create.
