Maybe You know construction But You know nothing in corruption!!! (c) 😂 P.S. I don't know but I can propose that it was just temporary concrete construction and it's not armored as I saw. Maybe design project have been changed, may be they are poured wrong concrete grade - it's a construction so anything happens.
