Wasn't there a scene in John Wick 4 where the Harbinger criticizes the Marquis for piling up corpses in the streets? This shows that public violence is actually kept at a minimum.
I am sure there is a better in canon explanation but I have a theory. The gold isn't just a debit but also a credit. There is a scale for all services so if you're overpaid you are actually in debt now to the one who gave you a coin.
Someone online said which I think probably is true is that there is no set price for anything, that how many coins you use is based on your reputation which incentives good behavior of the assassins. John appears to be one of the most respected assassins in the world so it's likely what he pays is the bare minimum and that others pay more.
I think the first Continental Hotels were originally Assassin Bureaus (small bases). - The Bureaus were transformed into High-Classed Inns. High-classed Inns transformed into expensive hotels (Continental Hotels).

An historical tip about the age of the Continential Chain: Your narrator says that the NY Continental dates back more than 100 years. Well before U.S. independence was completed in 1783, NY had its share of hostels (hotels), so that given that the John Wick series takes place in our time, the establishment of the NY Continental Hotel could in fact easily date back to the post-independence late 1700's, such that the NY Continental today could be more than 225 years old, allowing for multiple remodelings since its founding, and of course, all the more so since with the beginning of the industrial revolution happening as early as the 1790's, and the twin inverse systems of plutocracy and kleptocracy being far older than that, the profit motive, especially fueled by ill-gotten gains, would make the NY Continental Hotel a prized possession of whomever among the most powerful plutocratic/kleptocratic dynasties had the incentive, the influence, and the resources to maintain the most top-flight hostels/hotels among the underworld's business watering holes. In terms of how many one could speculate from the size of a country and how many major cities it has. So for the US there is New York but maybe also Hollywood, Washington DC, and perhaps one in a more centralized state. Paris and Berlin are also good examples, perhaps one in Cairo and Beijing respectively?
