The one thing that is missing is tacit acceptance. For instance when you receive an offer to contract by say .. a government department. If you go quiet and don't respond, that is silent acquiescence or acceptance.
Yes. The law of contract is essentially the same is all common law jurisdictions. However the law is Ireland (where I am) is especially close since the countries share a common legal heritage.

Just wondering if there was an ad placed on a notice board selling a car & one had messaged the seller saying they'd buy the car for the asking price but the seller hadn't seen the message and sold it to someone else- would there be grounds for breach of contract? If I receive a quotation which refers to suppliers terms and conditions, then raise a purchase order which refer to my terms and conditions and issue this to the supplier, with their quotation attached. Have I accepted their terms or counter offered?
Quotation = an offer. Your order = acceptance. Depends whether you accepted their offen and in so doing, their terms too or, if you only accepted if on your terms. Likely you made a counter offer as you havn't matched their offer completely i.e., "mirror image rule". Or, your terms would govern the contract if they appeared to accept your terms.
