It does because the whole number can be rewritten as a fraction with that denominator. Then the fractions are added. For 2 3/5, 2 is the same as (2*5)/5=10/5 then add the 3/5 to get 13/5

When a mixed number is negative, the implication is that the negative applies to both the integer part, and the fraction part. So negative 2 and 1 half, implies -(2 + 1/2). If you want to convert it to an improper fraction, just ignore the fact that it is negative, go through exactly the same process, and then apply the negative sign when you are done. The negative could be on top or bottom, or out in front. By convention, it is either on top or out in front.
