indeed Bryan ,,,PO sect 5 is in 2 parts ,,BOTH have to be met ,,police often use the secondary without primary , secondary = "harassment , alarm & distress" BUT it begins with the threat of "violence" = primary, police often use "secondary only " as the threat was not in their presence but use the word "likely" (probable) but fail to inform person of section 5 (3) (a) ,(b) & ( c) in defence It is abuse of PACE procedure CODE C 10.1 "caution before questions" asked glad I retired , all the best Bryan
