But most of the people around the world get into MBA despite it being expensive since in long term it has a huge upside potential which their current jobs will fail to provide. If you will add - Median CTC and a calculation of years in which MBA investment will be covered (assuming post mba, candidate resides in the same country from which he/she did mba from) it will give overall a better perspective. Moreover, As per the NUS website Only in Round 2 scholarships are offered. Am I wrong about this ?

Yes, part-time MBA is only for those who already have a job in Singapore. If you can manage to get a job during your full-time MBA time in NUS, you can convert to Part-time.
You can not do petty jobs like delivery and waiter, but there are ample internships that you can do for max 16 hrs per week. During your winter and summer breaks you can intern for 40 hrs per week. Other than that there are many TAship positions within NUS.
