In June 2023, reports emerged that the United States is lobbying heavily for Saudi Arabia to finally recognise Israel. If it were to happen, it would be a huge diplomatic victory for Washington and would have the potential to transform the international relations of the Middle East. But reports suggest that Riyadh is asking for a high price to normalise relations with Israel. So, could it really happen? And just how significant would it really be?
Since it declared independence in 1948, Israel has faced deep hostility from the Arab world and most of the broader community of Muslim states. Indeed, for the first thirty years of its existence, it faced several major attacks from its Arab neighbours, including Saudi Arabia. However, while few Arab states would now consider a war against Israel, many remain implacably opposed to the Jewish state. Even today it is still not recognised by 27 countries. Arguably, the most important of these is Saudi Arabia. As the spiritual heartland of the Islamic faith, it carries significant moral and political sway over many other members of the Arab League. This makes it a valuable prize for the Biden Administration, which has been desperately trying to build on the diplomatic success of the Trump administration, which secured four new recognitions for Israel in 2020, including the United Arab Emirates, Bahrain, Sudan, and Morocco. But while diplomatic efforts continue, Riyadh appears to be asking for some major concessions in return for recognition.

China can recognize it. The USA's relationship with China is decisive here. I am Turkish, I always want peace and trade. Arabs, Iranians and Israelis agreement would be pleasing.

Pakistan not recognizing Armenia due to its conflict with Azerbaijan when even the latter recognizes it never stops amazing me. I cannot think of a bigger example of sheer pettiness in geopolitics.

Yes. I have to say it is rather incredible and, I have to agree, petty. Pakistan is the only country in the world that doesn’t recognise Armenia, because of a conflict with Azerbaijan, which does in fact recognise Armenia!?

@@JamesKerLindsay Pakistan has always been prone to hardcore Islamist views ever since its foundation. It's a core part to justify their national identity, even if it often becomes counter-productive to the country itself in the long term.

It's not pettiness, it has nothing to do with such matters. It's confused logic, but nevertheless it is based on some principle linked to the Kashmir dispute. Apparently the principle stance on kashmir would be effected by the recognition of Armenia, whilst the nagorno conflict isn't resolved, it's strange logic, but that is the reason. I don't remember what the logical reasoning was, but I do remember a Pakistani diplomat discussing it once, sorry I don't remember crux of the argument. I think his name was abdul basit.

Well, as a Saudi. I believe that Arab countries gave Israel many opportunities to have a true peace and recognition ( Check Arab initiative in 2000) but unfortunately Israel wants to have a peace without giving Palestinian anything. They are doing this stupid step because they are depending on US power. The peace that comes as a result of power doesn't last long. Therefore, any peace agreement not based on Arab initiative it will be very weak and will not last long.

@@JamesKerLindsay In Saudi Arabia we have a full trust on our leaders, we admire them and we know that they always will do the right decision that will protect our dignity. In the private discussion we are welcoming the relationship with all countries , beliefs and ethnicities. However, if Israel doesn't think the same way and doesn't want to provide anything for Arabs , why would we normalize the relations with them. Using the power to dictate others is not a wise strategy because you don't know when you lose it. Having a good relations by respecting others and do true steps showing you are really looking for peace is the correct way. Otherwise, they are wasting time to build something very weak.

@@osamaasiri4746 I am from the U.S. Your comments seem a bit hypocritical. You place all blame on Israel for wanting to "dictate" the terms of peace...yet you insist that the Arab plan is the only correct answer. Israelis have also offered peace plans, which have been resolutely rejected by the Palestinians. One such example was Israeli Prime Minister Ehud Barak's offer during the Camp David Summit with President Bill Clinton and Chairman Yasser Arafat which specified complete Palestinian Statehood and sovereignty in the West Bank and Gaza. You are telling a complete falsehood when you said "Israel wants to have a peace without giving Palestinian anything". Also, keep in mind that Israel fully accepted the original U.N. partition plan that would have created both a Jewish State and a Palestinian Arab State, but the Arab nations rejected that plan and chose to go to war. Israel has a history of making tremendous concessions for peace, which was evident in the peace agreements with Jordan and Egypt. But peace is only possible through two-sided negotiations with deep sacrifices being made by BOTH sides. Unless both the Israelis and the Palestinians are equally held accountable, the Peace process is pointless.

@@JazzATrain well the offer from israel wasn't good. Have you read the offer provided from Saudi ( Arab initiative in 2000)? . Read it and you will find it is acceptable. If I was Israeli I would do anything to solve the mess I've done since 1948. Unless, they don't care about having a good relations with their neighbors which is more important than depending on US on the long run. At the end having a bad relations with neighbors is a serious risk, how long they want to play with risky cards. It is better for Israel to think wisely and not forget that they are surrounded by more than 500 million people having the same belief. This is a fact. Unless US decides to wipe all Muslims in this region with nuclear weapon as they done in Japan and it is also not a wise decision for the US the whole world.

​@@osamaasiri4746the immediate problem for the Israelis vis-a-vis Palestine are their demographics. Palestinian Muslims have an outrageously high birth rate, far outpacing other Palestinian groups as well. If the Jews were sure, Muslim birth rates decreased and remained consistent for a few decades, I'd assume they'd be more willing to adopt them into a mixed secular state for the sake of peace. Until then, integrating all Muslims brings the risk of losing the demographics race and with that becoming a slave of a Muslim sharia state that would not be nice to the Jews considering their recent history.

In the eyes of the Muslim world, israel's presence is nothing more than European colonialism in the Middle East. That bit is obvious. The israeli PM is Polish.

Correction. Saudi arabia was never a protectorate. In fact, british policy was against ibn Saud seeing him as moslem fundamentalist due to histrorical conflicts between Saudis and british interests in the gulf and the red sea. The british government only recognized ibn Saud domains after he conquered eastern arabia kicking the ottomans out thus gaining a sea port and the british had to deal with him to protect their holdings on the gulf. Ibn Saud had conflicts with most of Britain protectorates in arabia and beyond. He outright conquered western arabia from the hashemites who were britains allies/protectorates. He attempted to besiege Kuwait but stopped short of attacking the british garrison in kuwait directly. Another point of contention was the british support for their protectorates of oman and the trucial states. In fact, there was direct military skirmishes with british "advisers" supporting oman when ibn saud was pressing his claim to the oasis of buraymi. Finally the saudi raids against the hashemites of transjordan and the tribes of iraq under british rule.

@@jaymudd2817 The Sykes-Picot Treaty was to divide the sphere of influence in the Fertile Crescent, namely Iraq and the Levant (Iraq, Syria, Lebanon, Jordan and Palestine now). The Arabian Peninsula or the Arabian Gulf were not included in the treaty.

@@jaymudd2817 The peace treaty (protection) between the Emirates of the Persian Gulf and Britain was ancient since the 19th century, and the Sykes-Picot Treaty was in the 20th century after the First World War.

Thank you for the video. Israel captured Golan Heights and Sinai Penisula in 6 day war in 1967 not 1973. Also what should be mentioned is that many Muslims consider creation of the state of Israel as an imperialistic move by West. This was a humiliation of the culture for many.

It was a British colony that the British decided to give to the new state. Recognising Israel is recognising that the Brits have the right to draw borders over foreign lands. No matter the religion or culture of the people who suffer from it, colonialism is just wrong and is alive and present in moder Israel.

Another excellent video @JamesKerLindsay. I'm glad to see the subject of the Arab-Israeli conflict, one of the most intractable frozen conflicts of the past 80 years, be addressed in a knowledgable and clear way. Arguably the Saudi Arabian holdout in relations and overall recognition of Israel is one of the most significant of those states involved in the dispute. With Saudi Arabia representing a fulcrum for the Islamic world, and for Islamic societies across the world, a change in their stance toward Israel would be Earth shattering. It would likely be seen by future historians as a moment the frozen conflict really started to gain momentum towards some kind of resolution.

@@JamesKerLindsay the few that would like Morocco would only join as an excuse that Saudi did. Many Muslim countries have not so secretive back channels with Israel. Anti-Zionism is reduced to nothing more than a poll distraction for most of their leaders. But then if Saudi, we'd probably see countries like Turkey, Pakistan and maybe even Indonesia take the opportunity and project itself as the new leaders of the Islamic World. Or maybe Indonesia uses Saudi switching as an excuse to make its own as well since they too are well known to have secretive relations with the Israelis. But then again Indonesian Muslims have more say in their country's affairs than Saudis would.

But then again, I think a lot of influential Muslims have noted Saudi's changing behavior towards Israel and Zionism and may have already began trying to prune Saudi's influence among Muslims as much as they can. Muslims may not be as loyal or influenced by the Saudi state than they're to hating the very existence of Israel for occupying one of their lands.

Thanks. This is an interesting and important point. Recognition and diplomatic relations are in fact two very different things. We’ve got used to thinking of then as essentially the same. But they aren’t. States can and will often break diplomatic relations. But there’s actually a body of thought in international law that says revoking recognition isn’t possible. So, my view is that while Mauritania severed ties to Israel, it still formally recognises it.

@@JamesKerLindsay: I was heartened by the conference held in Jerusalem in March where Ynetnews reported that "more than 20 guests, some from countries that have no diplomatic ties with Israel, arrive for a historic conference in Jerusalem tackling war on terror and radicalization, desalination and food security." "Among the guests who came to the conference, initiated by the Jerusalem Center for Public Affairs, are representatives of Saudi Arabia, Somalia, Djibouti, Tunisia, Mauritania, and Sudan-states that do not have diplomatic ties with Israel. In addition, representatives came from the United Arab Emirates, Bahrain, Chad, Ethiopia, Ghana, Jordan, Kenya, Morocco, Namibia, Nigeria, Rwanda, Saudi Arabia, Somaliland, South Africa, South Sudan, and Uganda. Among the attendees were the former head of the Journalists Association of Bahrain and a senior Saudi reporter."

@@JamesKerLindsay Isn't there also a body of thought that recognition is of governments not countries. Hence the US recognised the government of the Republic of China (in Taiwan) as the government of China until 1971.

Excellent report. One technical correction Israel and UAE established relations Aug 13 2020, not 2022 as you mentioned, sure it was a slip of the tongue. Also I would point out that Saudi behind the scenes were very supportive of UAE and Bahrain establishing relations with Israel. Lastly, though there is certainly still support in Saudi for the palestinians there has been a shift because no matter that Saudi has supported palestinians with 10's of billions USD over the years, and much non financial support, they don't appear very grateful and criticize Saudi a lot if they don't do what they want.

Important to also point out that Saudi Arabia led the 1973 oil embargo after the US decided to resupply Israel after the Yom Kippur war. The embargo had a major impact on the US economy for many years and led the the rapid wealth generation for Saudi Arabia and other Islamic oil-dictatorships.

Giving a bit of context to the brief British protectorateship would've helped the rushed introduction. That deal was made during WWI in part to aid the British war effort against Ottomans in Iraq and the Persian Gulf as well as solidify friendly rule in central Arabia. It was made with the Emirate of Najd which was a predecessor state of modern Saudi Arabia. The Saudis in Najd were also planning to retake Hejaz from the Ottomans which they once seized in 1803 until the Saudi-Ottoman war. Britain later recognized independent rule in 1927 to divvy spheres of influence within the Persian Gulf and safeguard older protectorates from Saudi annexation.

Balanced and informative analysis, as always. While this video focuses strictly on Saudi Arabia and the wider Arab world's relations (or lack thereof) with Israel, there are two other major Moslem-majority countries that are worth mentioning in this context, Indonesia and Malaysia. While Saudi Arabia carries substantial symbolic weight, recognition by the country with the larges Moslem population (Indonesia) would possibly be an even bigger diplomatic victory for Israel. Will it happen? I haven't seen any signs so far!

Indonesia and Malaysia have long had quiet commercial and military ties with Israel. Malaysia in particular is a major consumer of Israeli made computer chips. Islamic sentiment of the populations in both countries would be against any formal recognition until the Israel-Palestine conflict is resolved. Questions is also, Does the US have anything to offer to sweeten the deal that these countries really want?

Really brilliant point. the Saudi connection to 'Other Extremely important County's,' is too valuable for 'Israel' to miss out on, in terms of the security from bigger numbers that is truly needed right now. And if its a case of longer term national survival, from the ravages of some current lunatic dictators : then it is truly going to be worth it for 'Israel' to go after peace move with Palestine. His Ultimate survival could depend upon this very smart move. As 'Putin' is too busy trying to 'trick the Iran into his stupid violent Ways. Coming back to Professor’s analysis after conflict broke out is always add so much insight. The October 2023 Hamas Israel conflict/war was a nail in the coffin of an uneasy yet to form alliance rather than a turning point. I’m looking forward to Professor’s analysis on the rivalry between the major Muslims powers and how it would be affected by the recent events.

Thank you. Yes, the recent fighting has successfully stopped any moves towards Saudi recognition, something that many people feel was a key part of Hamas’s decision to act. It certainly seems hard to see that happening anytime soon now.

Great video as usual professor. The issue of Israel gaining state recognition can be viewed possiblity on its treats Muslim citizens and religious freedom. If the citizens are not treated with respect, it may inflame tensions with the Arab states in gaining state recognition. Yet again, if relations deteriorate between Saudi Arabia and Iran, there could be more possibility of Saudi Arabia reaching out to Israel for security and possibly economic relations

Israeli actually initiated hostilities in the 1967 Six Days War. They conducted a raid on the Egyptian Air Force, starting at 7:45 on 5 June 1967. If you're aware of military actions conducted by another state prior to this, I'd be very interested to know.

I was in Sinai at the time of the attack, and I was very disturbed at the joyful reaction by my Egyptian friends towards the killing of three IDF soldiers. It's sickening to think that any one of those young military conscripts in Sinai could become radicalised and turn their rifle towards Israeli tourists, or any foreign tourists, just out of blind hate for Israel, President Sisi and non-believers.

In a way, Saudi Arabia has already recognized Israel. When the Saudis got Tiran Island from Egypt, Riyadh inherited the peace treaty obligations regarding Israel's navigation through the Straits of Tiran that were part of the Israeli-Egyptian Peace Accords. Israel had to sign off on the land transfer so that Saudi Arabia could get ownership of the island because of those peace accords. The Saudis can claim that they do not recognize Israel but they have a de facto, if not a de jure, treaty with Tel Aviv. Someone should give El-Sisi the Nobel Peace Prize for his efforts toward normalizing relations between Israel and Saudi Arabia.

Interesting video (as always). Saudi Arabia has already agreed to several normalization steps, like overflights of Israeli air carriers, recognition of Israeli passports for Arab Israelis coming on Haj, and most importantly giving tacit approval to UAE and Bahrain (Saudi sphere of influence) to sign the Abraham accords. Informal relations, intelligence sharing and limited commercial deals have been quietly taking place for many years. For Israel, recognition would be mostly symbolic, but not otherwise very important, unless Israel can get the Saudis to take a more proactive, constructive role regarding the Palestinians. For the Saudis, this seems to be more of a tactic to get concessions from the US and not a whole lot to do with Israel (or the Palestinians).

The reason for allowing Israeli commercial tankers to pass through Saudi airspace is because of the islands of Tiran and Sanafir. Saudi Arabia handed over the islands to Egypt for the sake of a naval blockade of Israel in the Gulf of Aqaba, but Egypt lost the islands and the Egyptian Sinai Peninsula in the 1967 war, and the islands entered into the Camp David Treaty of 1978 (the Egyptian Peace Treaty). In order to restore the islands to Saudi sovereignty, Saudi Arabia signed the demarcation of the maritime borders with Egypt in 2016, and in 2018 Egypt officially recognized that the islands are Saudi Arabia and demanded that Saudi Arabia remove the multinational peacekeeping forces (MFO) and replace them with Saudi forces. In return, Israel agreed on the condition that Israeli tankers pass through airspace Saudi Arabia as a goodwill in return for the withdrawal of international forces from the islands

It is clearly quite important for the Israelis because gradually it should force common Muslims to accept Israel if not slowly normalize it's existence. Some of the history mentioned here is factually incorrect. SInai and the Golan Heights were captured by Israel in 1967, *NOT* 1973. Also, Israel initiated the war in 1967 (presumably as a pre-emptive strike). It was attacked in 1973, and managed to *hold* both Sinai and the Golan, albeit at a huge cost.

@@MateoMPM In 1956 Egypt accepted UN peacekeepers but Israel refused them both in Israel and in the part of Egypt that they occupied. In 1967 when Egpyt asked the peacekeepers to leave, the UN again asked Israel if the peacekeepers could be stationed in Israel but again Israel refused and then Israel invaded Egypt killing 15 UN peacekeepers and wounding 17. If you are going use a country's attitude to UN peacekeepers to indicate "starting the conflict" then Israel had not stopped the conflict that was its 1956 invasion of Egypt. Whereas Egypt had. BTW Israel's main shipping point is in the Med and has never been blocked by Egypt. Of course, lots of conflicts exist between countries without leading to war. Escalating a conflict to war IS starting a war.

Excellent laydown of a highly controversial topic. To truly understand the politics of the Middle East one must understand the culture is based on strong religious beliefs. To understand the resigned nature of Arab nations to fellow Palestinian Arabs is summed up in the Arabic language term "Iinaha mashiyat Allah", meaning it is God's will, and this cultural pragmatism is Saudi political point of view. The Saudis see an opportunity and will easily extract from the US what they want is the F35 fighter as a new tool of absolute overmatch over Iran. And in the US the left wing extreme of the American Democratic Party will be required to cease pandering with Iran, and will also give Isreal a free hand to strike Iran's nuclear weapons production facilities, which Saudi Arabia will fully support against their Persian enemy. I can personally attest to the fact that Israeli technology and military intelligence have saved multitudes of American lives! The US has gained tremendous benefit from our relationship with Israel. Yes and no. Saudi Arabia is a key player. The symbolism of its recognition would be huge. Riyadh knows this. But others might indeed try to leverage things themselves. They’ll certainly all have their shopping lists. Let’s not forget Morocco got US recognition of its sovereignty over Western Sahara as its price for recognition. (A shameful move by Washington, BTW.)

When I was in Riyadh last month, people I spoke with indicated that the pace of change under MBS is o rapid and wide ranging that this is a possibility. Another aspect of this situation is in regard to his peer competition with Abu Dhabi in creating an ever more robust security state. The UAE had been receiving technology transfers from Israel well before the Abraham Accords in a bid to create a visibly crime free society with the royals feeling in complete control. Riyadh saw this I imagine with a degree of competitive envy and sought to do the same albeit on a much larger scale.

Saudi will never recognize the Zionist entity of Israel. MBS is smart and knows doing so would mean him losing power. At most what he will do is dangle recognition of Israel whenever he needs something from Tel Aviv

Saudi Arabia has probably been buying Israeli security tech for a long time now. They may be interested in more visible major arms deals with Israel, given the US is more reluctant to sell to them and Israeli offerings are in many cases better alternatives (see Germany recently wanting to buy Israeli Arrow 3 instead of US or EU systems).

@@banto1 That is all very true and Saudis and Israelis understand the region in ways the Americans and Europeans can't or won't. Plus don't underestimate how Israeli's are thirsty to get to know their neighbors. Within months of signing with UAE 300,000 Israelis visited there, and that's during covid. SA is the most fascinating for Israelis and it's right next door. Don't know when it will happen, but when it does it's going to be something great.

6:29 Israel was not attacked in 1967. It was itself the aggressor, launching what it claimed to be a preemptive war, but what is regardless a war which it started, attacking Egypt, which was then joined by its allies Jordan and Syria. Israel is not the victim, but the aggressor.

Egypt concertrated troops alongeside the Israeli border, kicked the UN peacekeeper force and blocked the straits of Tiran. I can't say what they were planning, but I don't think that they only wanted to have a picnic. Moreover, some sources say that the USSR misled Egypt and gave it wrong intel about Israel which claimed that Israel was about to attack Egypt. According to these sources, this intel pushed Egypt to make these steps

Israel is probably going to remain a thorny issue as long as it continues to exist… unfortunately events like the recent incidents in the West Bank don’t help the tensions. p.s. I know international crime isn’t your area of specialty, and it might be too much of a theory based topic. But I would be interested in some discussion of how organised crime relates to state control and sovereignty, especially given how international crime has become! When organised crime groups are extensively intertwined with state entities/businesses or political figures (maybe the Albanian mafia? I don’t know much about that area)… When government reach is limited and crime groups have their own militias and are the actual administration / controllers of various areas… And so maybe there’s something there about how crime affects the perception of state sovereignty, even in times of relative peace, and therefore how other states and international orgs deal with them? For example, if it’s known that crime groups may have so much informal political power in an area, and it may become necessary to factor them in as actors or even parties to negotiation - in addition to or instead of the de jure political forces - in order to actually implement policies?

A short history of Israel and the Jewish people was beautifully written by Israel Hanukoglu, Ph.D. 63 BCE-313 CE. The Roman army led by Titus conquered Jerusalem and destroyed the Second Temple in 70 CE. Jews were then exiled and dispersed to the Diaspora. In 132, Bar Kokhba organized a revolt against Roman rule, but was killed in a battle in Bethar in Judean Hills. Subsequently, the Romans decimated the Jewish community, renamed Jerusalem as Aelia Capitolina and Judea as Palaestina to obliterate Jewish identification with the Land of Israel (the word Palestine, and the Arabic word Filastin originate from this Latin name).

1:26 Cyprus not recognized by Turkey is not 100 % accurate.There are two countries in the Island Of Cyprus one Turkish the other is Greek.They both have their own government,flag,money unit and military.

And herein lies the Cyprus Problem! But, seriously, the ‘TRNC’ is not generally accepted as a country and the UN Security Council has asked members not to recognise it as such. In the past, Israeli Jews were once united in times of war. Today, even war fails to unite us. There is no need for us to fight anyone. We will finish ourselves off with our own hands. Until we understand that everything depends on uniting above our divisions and discovering a common love, we will have no peace and calm with our neighbors. How does it work? It works because we are a special nation that was established not on biological ties, but on achieving the idea of “love your friend as yourself,” and it is that example of unity that will let us function as a healthy organ in the world. If we achieve such love for each other, then Palestinians will have no drive to fight us, and in general, the hatred against us will subside. If we wish to be at peace with Palestinians and the entire world, we first need to be at peace with each other.

In Saudi Arabia and many of the Middle Eastern Muslim countries, there are kangaroo courts. People accused of crimes are not given a fair trial. Women are stoned to death. Expatriates (foreigners) who go there to work, are not paid and many are deported within 24 hours. Look, everything I have said is true but nobody is doing anything. The Western countries are too dependent on oil that they are turning a blind eye to injustices. The UN is turning a blind eye to injustice. Saudi Arabia and many of the Arab countries that commit the most human rights violations sit on the UN Hjman Rights Council. Thats the irony.

It’s not just enough that they don’t forget about them. As someone staunchly pro-Israel yet anti settlement, I’m perfectly fine with other Arab allies pressuring Israel to curb its settlement expansion in the WB. However that pressure should also be equally applied to the Palestinian governments in both the WB and Gaza to accept peace and also work towards a functional and collaborative government apparatuses.
