Most of all of those patents are Academic. Like with articles. It helps school rankings and gives promotions. Other countries do it, but not as much.

Yet if I give the teacher 10 suggestions to a problem and you give 1 but you fix the problem who is better? China has so many patents in AI and whatnot but if you just check what is the leading hardware, where are the most powerful supercomputers for AI, what companies invest the most in AI, what are the best softwares and things like that you will find that China has a lot of patents but not a lot going for them.
