Hey Jacob, the friction plates develop knotches in the clutch basket causing them to stick together even when the clutch lever is pulled in. Remove the clutch basket and use a metal file to resurface the basket fingers flat again. Along with a fresh oil change HP trans oil is best for the CRs
Gotta ask what did you pay for it before you put all the work into it. I mean you asked us to comment on whether you should put more money into it such as a clutch so what did you pay for it and how much have you spent thus far?
