Lawmakers in Georgia have approved a second reading of a controversial 'foreign agents' bill. It requires media and civil groups that receive more than 20 percent of their funding from abroad to register as being under foreign influence.
Protesters are currently facing off against police outside parliament in the capital Tbilisi. They say the bill would restrict basic freedoms and is similar to a law being used to silence government critics in Russia. Large protests against the legislation have become a regular occurrence in Georgia.

Georgia has been struggling against Russia for the last 300 years. Our national identity historically has always been European and currently by all relevant polls over 85% of Georgians want the country to strive for EU and NATO membership. Only thing preventing and slowing down the process is the current government elected in 2012, which outwardly also plays a game of being pro EU, but with time, especially in the last 4-6 years has slowly shifted to autocracy and tried to move the country closer to Russia inch by inch. They have employed every play in the KGB playbook to deceive their own people into submission. Despite this, we are still candidates for EU membership. Solely due to Georgian people, we are still outperforming ourselves in all the major metrics required for ascension to the EU. Whatever happens, we will never look towards north with anything but contempt and resolve to return our occupied lands. Georgian people will not stand for it ! We will do everything in our power to consolidate this movement and say no to pro-Russian government in the upcoming October elections. Until then, we hope for all the support we can get from our closest European friends and strategic partner the US. This is a part of larger strife by Russia to extend its spheres of influence into Caucasus or post soviet countries in general and if there is a lesson to be learned from the last 20 years of European politics, especially the Russo-Georgian war of 2008 after which Russia cemented its occupation of 20% of our country, occupation of Crimea in 2014 or current murderous war in our brotherly Ukraine, is that Russia should be stopped by any means possible !

It is funny how EU supporters protest against a law that already exists in most EU countries 😂 How naive some people could be. If an organization receives its findings from outside you have the right to know it then they cannot manipulate you. NGOs have been repeatedly used for such purposes and supported by other country intelligence agencies

Also it means something completely different for them. For Russia it means regime change away from being a Russian puppet government. For everyone else it is organic pro-EU, pro-democracy protests representing the overwhelming public opinion of the people. 'Maidan in Georgia' would be a very positive thing for Europe, and for Georgia. Not for Russia.

They already know who's funding who. The point of this law is to accept this law in a relatively soft form ("Just say who's paying you") and then gradually modify it to mark anyone they don't like as a foreign agent and throw them in prison. This is very similar to what happened in Russia. They had a "soft" form of this law in 2012 and then gradually weaponized it to silence anyone they didn't like. Now it can be used even against citizens, they don't need to restrict themselves to organizations. Also, when you take into account that the ruling party is controlled by an oligarch, who made his fortune in Russia, it's a lot harder to ignore the obvious.

@@alkr7720 in principle, the law makes sense for a sovereign country. just see how much US and UK (and even EU to a lesser extent) politics is unduly influenced by moneyed interest, particularly ones affiliated with israel, and you'll realize why there must be control and oversight before things get out of hand. I understand that politicians in EU are supporting and championing this color revolution style protest (as described by one guest in this video) because they see it as fighting putin's influence, which is understandable. but the fact is, the law makes sense for any sovereign country to control undue foreign influence in their decision process. and speaking of the slippery slope argument, you can use that against either side of the debate. what matters is the decision that's actually put into effect.

Problem in this law is not the transparency. No one is against transparency. Problem is, once an organisation qualified for foreign agent status per this law, then the law gives government a right to stop any "foreign agent" activities pretty quickly for investigation claiming that there was a complaint made about their transparency. They have a right not to disclose who complained, and can then stretch investigation on time, while keeping these organisations activities in halt. Timing and purpose is obvious: there are elections in October. Governing party does not have enough support (mostly civil servants who are blackmailed for losing their jobs and their family members getting in trouble if they do not support governing party, mostly less educated population largely in regions, and evidently older generation who were brought up in soviet fckng U). The fair voting gap between governing party and others will be so large, that their usual scale fraud will not help them to steal enough votes. They will need to go more intense on election fraud. And they don't need NGO and international civil institution eye on the process whlist they do that. Hence we think they are pushing the bill now, to then immediately fight against institutions who could create problems for election fraud. Otherwise there is no explanation why they would cause such a negative protest waive againts themselves so close to elections.

You can not fund media without government knowing, not in US, EU or in Georgia even without this law. But media companies are often not fully domestically owned or financed, this is perfectly normal,. Ivanishvili, de-facto leader of the pro-Russian government, an incredibly rich oligarch (worth more than all of Georgia's yearly government budget), has influence over local capital. The law would also give him opportunity to silence outlets he cannot already influence

This law is so that the citizens of Georgia can see which foreign organizations finance their politics. Not only Russian but also from Western countries. NATO countries have laws like this, you only need to look at the USA, which has had the FARA law approved since 1938. Why do Western countries welcome these demonstrations against this law when they themselves have one that protects their interests from foreign organizations?

A simple read of wikipedia also illustrates the night and day differences. FARA is literally just a database, you don't need to report all your actions to the government like you do with the RU/Georgian laws. Also it's voluntary enforcement meaning in practice it has almost never been enforced, and it's purely for lobbying (US could care less about NGOs with minor out-of-country funding).

Germany's tax laws limit a tax-exempt NPO's engagement in political activities. A tax- exempt NPO must not spend any of its assets to directly or indirectly benefit political parties, such as through campaigning (Fiscal Code §55(1)).

"Shvili" means "child" in Georgian. Surnames are not the problem here

"Shvili" in Georgian means "son"/"daughter". As for example, Johanson, Johnson, etc. are surnames, so is "Shvili" in Georgian. The ending of some Georgian surnames is "Shvili". "Jughashvili" it is the same as being "Jughason" in your language.

Why are everyday people who can barely pay their rent, protesting over the facts that organisations who receive a large donation of money need to be honest about the funds? Money is lobbying and when you are given money you become an agent for the people who are sponsoring you. Mate if I ran an organisation (especially one that could get into local authorities, communities and Gov't), and China gave me 20+% of my funds, I would be more than happy to admit I am working in China's interest and inform my country about it, it might also help me from being corrupted too.

DW is State media funded by Germany. I would imagine this law affects there broadcasting in Georgia. It's not clear how. Rachel Denber, Human Rights Watch, implies that it will be used to silence opposition. Yet she doesn't reference legislation. I believe it's an important subject both inside Georgia and abroad that deserves a more detailed explanation, preferably from both sides of the argument.

Maybe they don't want to have the same laws as the US. That's why they are protesting. The US should ask why they are demonizing student protesters who want to stop funding Israel. @@nigelgarrett7970 Well i was sort of hoping the news would fill me in there, but they give literally no details what so ever about what the law actually is, they jump straight to the conclusion that it will be misused to punish and limit the pro EU opposition party. If all the law does is forcing NGO's and political groups to be transparent about their funding then i don't see why that alone should be seen as going against the EU. Especially since as we are told, other EU countries such as Hungary are apparently allowed to have a similar law without causing a big fuss.

This is time consuming and sometimes frustrating, as I am unburdened by any other language skills. And sometimes it is not just the law itself, but the guidelines on how the law is applied. The EU is debating introducing a requirement for member states to have such a law, and their debate I have found useful. It is a balance between dealing with the threat of organised misinformation campaigns versus the civil rights of citizens. Hungary is a good case in point, as they already have a partially similar law, which may get expanded due to the EU initiative. There is concern in some EU circles about the direction Hungary takes on this one. It is a difficult call, and is best made on a country by country basis. Like all things, NGO's and foreign media can be a force for good or bad within a country. It is interesting to look at each government's attitude to such bodies.

yea... More than hundred thousand of us are paid :) For weeks and weeks to stay up, to stand against the pepper spray and gas and water canons. To risk being beaten up and thrown in jail.
