In this video I use an Android phone connected via USB. When this application is run it will be deployed on the phone. You must activate debug mode on the Android phone. Hopefully it answers your question.

When I create an Android app in IntelliJ (with the Android plugin) it does not create the layout directory. Instead it creates a Theme, which is referenced. I am not sure how to get to the layout bit ...

Do you mean xml layout? You can add them manually, but now Google uses "compose" for the latest recommended practices.
