Doctor Who definitely was in 2005, TNG saved a lot of many with reusing the Enterprise set. I should've done more research, but i was trying to highlight that character is always more important than vfx/cinematic scope.
According to two separate figures on the internet, Doctor Who had a budget of around 12 million total for Series 1, or £750,000 per episode on average, with the difference going on things that were used for the whole series e.g. permanent sets like the Tardis, or props like the sonic screwdriver, etc. This went up to around £1 million per episode by the Moffat era. Obviously this sounds like a lot, but it's less than a third of the per episode budget of American shows like Lost and Mad Men which were out around the same time, and the same as Downton Abbey, and all of those shows had significantly fewer effects shots and stunts, and would use the same sets and locations for most episodes.
