The commercial at 8:55 was a PSA (Public Safety Advert) that was supposed to remind people by shock tactics in order for them to be safe. Also at 9:06 the voice actually says: "Without a seatbelt a crash of 50 kph is equivalent to a fall from the 4th floor". And also the text after that reads: "At the front as at the back, the place of death, it's the one without a seatbelt". So, it's about wearing a seatbelt to prevent deaths resulting from crashes. Hope this clears things up.
