That's unfortunate. Currently the Srv gets a crime stat for towing salvage targets. The guy likely didn't do anything wrong, it's a bug you get for attaching to the crim derelict ships. You can avoid getting the crime stat by sitting in the pilot seat of the derelict before towing.. most people dont know about this yet. New loop and all.
It is a criminal mission yes, they can avoid it by paying off the fine after they two one ship but as soon as you tow two or more you'll probably get a bounty. Can also avoid it by shutting down the comms array, it's not a bug its an illegal activity @@Sentinels-Reprieve
