I truly believe, TO THIS DAY, Matt was giving SAM the option of who he wanted it to be. He could choose who HE wanted, but saying it indirectly so it was up to him, without saying " up to you." And I expected Sam to try again and go: "listen here, you little shit." to the Change Bringer. XD (Also, Matt is %100 baiting Sam to keep tryinng Divination, knwoing the accuracy goes down each time. XD I love these people!)
