I believe that it is not essentially a matter about race. Those men that you speak of are "artists", rasta is for those of African ancestry solely, but assuming you are not of those blessed with such ancestry, Jah reveals himself in another way to you and your people. He is only Jah to those of the motherland; Rastafari is the religion of those from the motherland.
