The scout shot wasnt an issue. The scout isnt 100% accurate, at distances like that it can be a little off so thats why it missed, trust me, Its happened to me a lot and you can test it yourself.
no not really that was legit anti aim a cheat that allows only a fake model to be seen so if you hit exactly his head it wouldnt hit since the head is somewhere near the fake one but not in the same spot
