This would be cool if you had two starter's, one on each side of the engine. A battery powered starter for normal operations and the spring starter encase your battery fails or is otherwise drained...
inertia starter is more like the old tank and aircraft starters, heavy fly wheel cranked up to speed you can hear the gears whine , then a manual clutch lever is used to engage the spinning flywheel to drive the engine . this is a spring driven starter.

That’s a silly question these engines are in everything from equipment to passenger vehicles boats and farm tractors gen sets and water pumps there is millions of mechanical engines still working all over the world not just Cummins tons of manufacturers
Use a (large) cordless drill not an impact which beats up parts. The smart choice would be bend a very large speed handle or conventional crank rather than using a ratchet which is awkward.

doesn't the spring spin the gear that engages the flywheel........and starts up .....in other words giving the flywheel the inertia to start the engine....

This a spring starter, basically priming a spring loaded mechanism that starts the motor, inertia starters are large flywheels that have to be spun up very fast, and engaging the momentum of the flywheel to the motor to start it
