Was this an old forest service truck? The color looks a lot like it and up by crystal mountain I see a lot of old dodge forest service trucks. I have not seen them use a dually though.
+phogelbice looks bone stock, i cant confirm on a dually but my 93 srw has factory 235/85/16 all the way around and stands atleast that tall. i get gasps out of everyone i tell that its factorys height with stock tires, these are the biggest of all the 70-80s pickups and these old bones were produced all the way until 1993.
