This is the CustomNPCs mod for Java Minecraft on Forge. I am not the creator of the mod, I can't update it.
"How do I get the wand?"
It's in its own creative inventory tab.
"How to change the color of the NPC name?"
The name color is determined by the NPC's faction.

NPCs will attack NPCs who are part of a faction that is hostile to them, or a player has an unfriendly standing with their faction.

Items are purely cosmetic to NPCs. All relevant stats are edited in the Stats tab.
