Paarthurnax acknowledges that Delphine sort of has a point about general draconic tendencies (if you talk to him after she orders his death). That doesn't make her right, but it does push this pretty far into "pot calling the kettle black" territory. Also, he starts this rant off by insulting the Argonians, so I'm pretty sure that's the joke.

Tbh under Dunmeri tradition vampires are abominations that need to be hunted without mercy or respite, and Isran is one of the few people actually focused on killing vampires. Voryn’s not about to go praising some outlander but that attitude against vampires merits a bit of a softer touch in the criticism.

Disappointed you didn't cover paarthurnax or the graybeards as a faction. They count more than the bards or forsworn at least. Also the leader of the small Nordic faction in solstheim exists. Forget his name cause it's been a bit since I played. Also that riekling faction was a thing too.
