he didn't want stefan because he was stronger he wanted ripper because he was the guy he befriended and when he is the ripper he is wilder than anyone but being a ripper doesn't make him stronger ripper is not a different vampire mode it is just said vampire being an addict.
Ripper Stefen killed anyone anytime without a second thought, if they kept him as an antagonist longer he could’ve been their greatest enemy in the show

Even stefen says when he was a ripper he was own of a kind there was no one like him that could do what he could so Damon loses.

strenght: damon never lost a fight against stefan it was always stefan who kissed the sidewalk even when he had no humanity (ripper) speed: none of them showed any special speed feat but from what i can see from their fights damon reacts faster than stefan iq: are you even serious? who is the one who always came up with plans who saves everyones ass? who is the person who actually tricked klaus (what stefan did was not outsmarting klaus damon managed to fool someone who already didn't trust him and was wary of him while stefan gained his trust it is not outsmarting if your rival doesn't uses his intelligence against you) battle iq: damon is a trained soldier and as you can see from his fight scenes he is skilled and experienced. durability: means how hard it is to injure you it is a draw here cause they are both ordinary vampires shares same weaknesses even though unlike stefan damon has vervane tolerance. endurance: this is where stefan can't even hope outclassing damon this guy tortured everyday for 5 years and didn't turned off his humanity until he had to betray enzo he is clearly the one who has more resistance to pain. ability: as in what? they are ordinary vampires with ordinary vampire abilities if his abilities of crow and smoke was continued damon would be the winner but as off now they are just normal vampires. power: again they are normal vampires with normal powers but if you want to talk about how their vampire powers work we know that when it comes to compulsion damon is better than stefan since stefan never used compulsion too much when he doesn't on human blood his compulsion is easy to break, also damon is much better at creating illusions stefan only created 2 illusion 1 for katherine when she was dying which was more like just entering in her nightmare and clear the traces of violence for the 2nd time she created an illusion to bring caroline's humanity back but caroline realized it easy enough oh and he put damon into an illusion of his future with elena but damon know they were illusions.
