Could driving around there with a camera filming people be considered "messing around"? I've seen other videos of him where people spot the camera and get verbal.

Not sure if it is just because I am Mexican and feel like less of an outsider, but personally I found this to be a lot less worrisome than a lot of the neighborhoods you've visited in the US.
I lived here as a kid,in the 90s it was crazy, I remember one night seeing a woman getting pulled into a car,I still hear her scream in my head.i also remember how on the news they was always finding the bodies of dead women.
I was thinking the same thing. What's to keep a gang from setting up spikes on one of those single lane streets and entrapping a driver? One could easily be surrounded.
In other words, One guy could be at the start of the street talking to his friend on a cellphone. When they see the right victim he signals to his friend to set the trap.

In Celaya Mexico you can get killed just for driving through there neighborhoods, CSRDL, Los Zetas and CJNG all operate in Guanajuato In perspective, the 3 less moral cartels in Mexico all resorting to violence that hurts the most civilians out of any other Mexican cartel They have a special rule, if you’re not from there, you’re automatically a target, and police get killed as well from salva tierra, Santiago all the way to irapuato and Salamanca
noticed that in the hoods people don't use the side walks. they stand where the cars drive in the street and always blocking trafic like street is their property.😒
