If he had called the cops (which would have been the bare minimum of good choices), she would've been taken away from her mom in a heartbeat. The mom, on the other hand, is letting her underaged, underdeveloped daughter do things that she _knows_ are illegal and detrimental to a growing body and mind. I feel sorry for the kid. Her parents genuinely suck and that's a hard lesson to learn, but she _has_ to learn it if she has any chance of moving past them and leading a normal life.
