He did send her first (which was smart since she was the Death Busters strongest warrior) but after Kaori was killed the first time he sent the leader of the WITCHES 5 Eugeal to take over the mission (which made sense as she was the next best choice) by the time Eugeal was killed Kaorinight had been revived but intends Tomoe sent Mimet(The Death Busters weakest link).

I believe that when Kaolinite died the first time she lost a lot of her power. If she had not died before, she could have easily beaten up Viluy, and wouldn't have been killed by Mistress 9's attack. That is my belief.
