The two watt rating of the (any) pot is across the whole pot. Turn it half way and it's half that rating. Careful of that when you start turning it down to a low value. Another way of looking at it is the power dissipation has to do with the surface area of the resistor section in use. When the whole resistor element is used it can dissipate (cool) the whole two watts. If you're only using a tiny sliver of the element it can not cool off as easily.
