We are in the 14th month of Manipur violence, but one point remains sidelined since the beginning i.e. the way the army has been treated in Manipur.
In any conflict situation, the army supersedes the local police; but in the case of Manipur, that hardly seems to be the case. The centre got the army within hours of violence breaking out in Manipur. But within the first two weeks of the conflict, when, large parts of Manipur were still not engulfed in violence, it became clear that the army was unclear about what it was supposed to do exactly. Over the months it faced obstruction from civilians, faced off with armed groups and local police and even faced condemnation from several civil society groups and other organisations.
