As the speaker(s) state throughout the talk, as long as you're paying for the internet link, it's not really illegal. Since you're paying for at least one connection, it can't really be considered theft. It's simply a severe breach of the TOS (Terms of Service) with your ISP that you agreed to abide by upon signing up for your service. So it's a civil issue at that point, not so much a criminal one. It really only become criminal when you start climbing poles and tampering with privately owned property.
