His whole thing was in the cinematic for Y9S1 (Not Y9’s quality one the one that looks like a comic book) he and a teammate he killed are raiding a compound where a bomb maker is, and essentially he’d been used by East and West and Deimos decided that the only way to get things done was to go rouge and get his hands dirty without restrictions of boarders. He targets Rainbow 6 because it’ll instill fear and give him a jumping off point. It’s also inferred he was the one hunting Sam ‘Zero’ Fisher when he was still in Echelon for likely the same reason, to weaken the US.
So he is a bad guy and the terrorist rainbow is after but they do training every now and then together and part their ways afterwards?(R6 matches are training drills)
The gameplay is different from the story, Sure the matches are training drills but in the actual Canon of the story he wouldn't be there, just purely for gameplay

Lair is Keres’ HQ, Nighthaven Labs canonically cannot take place as they’re disillusioned with Rainbow 6, and they never actually raid their HQ, essentially, it used to be cannon as they were training, however now it’s not. Leave it to Ubisoft to fuck something up (I do love the maps though, Lair and NHL are underrated).
I’m hoping that the Keres Legion are a smaller subfaction of the Wolves movement from Breakpoint. The MO of both Deimos and Walker match nearly identically; former special forces operative became disillusioned when he felt that politics was hindering the accomplishment of missions and was unnecessarily endangering soldiers. We know Deimos is also developing chemical warfare missiles - which is what Rainbow was following a lead from when they showed up on Aurora in Breakpoint
The rainbow universe is closer to Ghost recon than Division, so it's easier if they just add their tech into this one, Deimos looks and act just like a ghost.

I’ve been Waiting for a Ghost Operative for years now. The Strategic Homeland Division, Is the Last line of Defence, When all other means have Failed, Meaning they’d only be Activated If Team Rainbow, Ghosts, Fourth Echelon, Has Failed. But Sadly S.H.D is it’s own Separate Universe, But I Love that idea, Maybe I’m just a Nerd But for Siege. I wanted a Ghost Operative with Optical Camouflage. Maybe Even a Intel Grenade. But Regardless If the S.H.D Ever gets Activated, It means our heroes have already Fallen

Everyone in these comments disrespecting Sam, Sam is a stealth operative, Deimos is about as methed up as a navy seal crossed with a marines mommy issues, Sam was not only holding his own in hand to hand combat after he was busted by the mirror, but he was 60+ while doing it

Hunters are SHD agents according to a ton of new division lore so for them to be in rainbow would mean every other unit/group has failed. Unless you speak of some other hunters
the terror is when your getting targeted and both of ya'll just stuck in a 1v1 gun fight. no tactics, no hiding and no gadget camping. just wall bangs after wall bangs.

To counter deimos: Stand behind a mute jammer or look at his location and go for the gun fight. Most people use him as a crutch op and still lose 80% of gunfights
He’s so easy to counter what you do is you have the person that is being tracked in a room while you’re in the room there and once he goes in there you shoot him because he’s most likely just going to go for the person and not anyone else Sometimes this works sometimes it not. It only works with a stupid Damos players not the smart ones.
